Rotating image selections in Adobe Photoshop has always been very raw and the process has always been very unprofessionally done. In the program, when rotating opaque image selections or rotating image files' layers in other than increments of 90 degrees will dislodge any rotated files background causing transparent areas to appear into the image, and the rotation will also dislodge any set guides. In most all cases after the rotation is done the center pixel justification is also thrown off center. Also, when using the programs' commands of 'Image/Image Rotation/Arbitrary' to process only a 'selected' layer being on a stack file, the command will rotate the entire image stack or it will rotate every image layer on the rotated image stack, We also have actions that will rotate arbitrarily only the particular selected layer on the stack.
